What OSHA requires
29 CFR 1910.1030 requires every employee with occupational exposure to blood or other potentially infectious materials to be trained at hire and at least once every 12 months, by a course covering a fixed list of topics and giving the chance to ask questions of a knowledgeable person. For Oregon cosmetology, barbering, esthetics and nail professionals, the exposure is real and specific:
- Razor and shear nicks during cuts and shaves
- Cuticle nippers and implements that break the skin during nail services
- Extractions and other esthetics services that can draw blood
- Blood on towels, capes, implements and work surfaces
- Reusable implements moving between clients

Nine narrated lessons, about an hour total:
- How hepatitis B, hepatitis C and HIV spread and how long they survive on surfaces and tools
- Universal precautions for services that can draw blood
- Gloves and eye protection, and when a service calls for them
- Cleaning up blood at the chair or station
- Sharps and blade disposal
- What to do in the first minutes after a cut or needlestick

What does Oregon require?
Under Senate Bill 217 (2023) and OAR 817-008-0000, everyone renewing an Oregon cosmetology field of practice certificate (hair design, barbering, esthetics, nail technology or natural hair care) on or after July 1, 2025 must hold current bloodborne pathogens training. You attest to it on the renewal; you do not upload the certificate. Keep the certificate in case HLO audits.
Does HLO accept this course?
HLO does not approve or endorse specific providers. Its guidance says any reputable course that issues a certificate of completion or other proof of completion is acceptable. This course issues a dated certificate with a verification number anyone can check.
How often do I need it?
Bloodborne pathogens training is valid for one year. Oregon field of practice certificates run two years, so most practitioners take the training twice per renewal cycle. We email a reminder 30 days before your certificate's retrain-by date.
How long does it take?
About an hour of narrated lessons and a 20-question test, 80% to pass, unlimited retakes. The PDF certificate is issued the moment you pass.
